Turchia riferisce al CEDU su coprifuoco nelle città del sud-est
Il ministero della Giustizia sta preparando una relazione per la Corte Europea dei Diritti dell'Uomo (CEDU) sulla situazione che continua a imperversare sotto coprifuoco militare nelle città del sud-est, dove si scontra con il Partito dei Lavoratori del Kurdistan fuorilegge (PKK).
Il ministero sta preparando la relazione prima della scadenza dell'8 gennaio in risposta ad una richiesta da parte della CEDU per togliere il coprifuoco nel distretto di Cizre della provincia di Sirnak e fermare le operazioni militari.
Diyarbakir Bar Association avv. Muhammed Neset Girasun, e l’avvocato dell’associazzione Batman Bar Erkan Senses, si sono rivolti alla CEDU a nome di Ömer Elci, residente della città sud-orientale di Cizre, per porre fine alle operazioni militari e togliere il coprifuoco, che è in vigore dal 14 dicembre, 2015.
Anche l’avvocato dell’Ankara Bar Association Oya Aydin, si è rivolto alla CEDU a nome di sei persone che vivono nel distretto di Sur, nel centro delle città sudorientali di Diyarbakir e Cizre.
Aydin ha chiesto la revoca del coprifuoco annunciato da parte dell'Ufficio del Governatore di Sirnak il 14 dicembre 2015, e la CEDU ha chiesto alla Turchia una risposta prima dell’8 gennaio.
La CEDU ha posto ad Ankara tre domande particolari sulla questione: La base giuridica per il coprifuoco; se le esigenze degli abitanti che vivono nelle città sotto coprifuoco sono soddisfatte, compresi i servizi sanitari; e se lo Stato può fornire una via d'uscita sicura per la gente del posto, che chiedesse di lasciare le zone sotto coprifuoco.

Turkey to report to ECHR on curfewed southeastern towns
The Justice Ministry is preparing a report for the European Court of Human Rights (ECHR) on the situation in southeastern towns where clashes with the outlawed Kurdistan Workers’ Party (PKK) continue to rage under military curfews.
The ministry is preparing the report ahead of the Jan. 8 deadline in response to a demand from the ECHR to lift the curfew in the Cizre district of Sirnak province and halt military operations.
Diyarbakir Bar Association lawyer Muhammed Neset Girasun and Batman Bar Association lawyer Erkan ?enses applied to the ECHR on behalf of Ömer Elçi, resident of the southeastern town of Cizre, to end operations and lift the curfew, which has been in effect since Dec. 14, 2015.
Ankara Bar Association lawyer Oya Ayd?n has also applied to the ECHR on behalf of six people living in Sur district in the center of the southeastern city Diyarbakir and Cizre.
Aydin demanded the lifting of the curfew announced by the Sirnak Governor’s Office on Dec. 14, 2015, and the ECHR demanded a response from Turkey before Jan. 8.
The ECHR asked three particular questions to Ankara over the issue: The legal basis for the curfews; whether the needs of locals living in curfew-hit towns are met, including health services; and whether the state can provide a safe exit route to locals if they demand to leave areas under curfew. |
