UNICEF: Israele viola il diritto internazionale nel trattamento dei bambini palestinesi
Nel suo rapporto annuale dal titolo "I bambini in detenzione militare nei carceri israeliani: Osservazioni e raccomandazioni", l'UNICEF ha dichiarato che il trattamento dei bambini palestinesi in Israele è "in violazione del diritto internazionale". "Dal marzo 2013, l'UNICEF si è impegnata in un dialogo con le autorità israeliane sui diritti dei bambini durante la detenzione militare e su azioni specifiche che possono essere intraprese per migliorare la protezione di questi bambini", afferma il rapporto. UNICEF ha incontrato diversi alti funzionari israeliani di servizi connessi nei ministeri israeliani per procurarsi informazioni sul trattamento dei bambini detenuti. Ha detto: "Il dialogo si concentra sull’esperienza fatta da un bambino arrestato e detenuto per presunti reati contro la sicurezza in Cisgiordania." Secondo il rapporto, il gruppo di lavoro dell'UNICEF sulle gravi violazioni contro i bambini ha rilevato che i bambini venivano spesso sottoposti a molteplici violazioni durante le fasi dell’arresto, durante il trasferimento, l’interrotorio e la detenzione. La relazione ha rilevato che 162 bambini hanno riferito di essere stati bendati durante il trasferimento dal luogo di arresto alla stazione di polizia; 189 bambini hanno riferito di essere stati dolorosamente legati alle mani al momento dell'arresto; e 171 bambini hanno riferito di essere stati oggetto di violenza fisica durante l'arresto, gli interrogatori e/o la detenzione. Il gruppo di lavoro ha anche riscontrato che 144 bambini hanno riferito di essere stati sottoposti ad abusi verbali e intimidazioni durante l'arresto, gli interrogatori e/o la detenzione; mentre 89 bambini hanno riferito di essere stati trasferiti dal luogo dell’arresto alla stazione di polizia sul pavimento del veicolo. Inoltre, 163 bambini hanno riferito di non essere stati adeguatamente informati dei loro diritti, in particolare del diritto ad un avvocato e del diritto di rimanere in silenzio. Un ulteriore gruppo di 148 bambini ha riferito di essere stato perquisito presso la stazione di polizia e 76 bambini hanno riferito di essere stati perquisiti all'arrivo e al trasferimento in strutture di detenzione israeliane. La relazione conclude che il «ll trattamento dei bambini palestinesi nel sistema di detenzione militare israeliana sembra essere diffuso, sistematico e istituzionalizzato pratiche queste, che sono in violazione del diritto internazionale che protegge tutti i bambini contro i maltrattamenti a contatto con le forze dell'ordine, militari e delle istituzioni giudiziarie."

UNICEF: Israel violates international law in treatment of Palestinian children
In its annual report entitled "Children in Israeli Military Detention Observations and Recommendations", UNICEF has said that Israeli treatment of Palestinian children is "in violation of international law". "Since March 2013, UNICEF has been engaging in a dialogue with the Israeli authorities on children's rights while in military detention and on specific actions that can be undertaken to improve the protection of these children," the report states. UNICEF said it met with several senior Israeli officials and related departments in the Israeli ministries to procure information about the treatment of child detainees. It said: "The dialogue focuses on what a child experiences when arrested and detained for alleged security offences in the West Bank." According to the report, UNICEF's Working Group on Grave Violations against Children found that children had often been subjected to multiple violations throughout the arrest, transfer, interrogation and detention phases. The report found that 162 children reported being blindfolded during transfer from the place of arrest to the police station; 189 children reported being painfully hand-tied upon arrest; and 171 children reported being subjected to physical violence during arrest, interrogation and/or detention. The Working Group also found that 144 children reported being subjected to verbal abuse and intimidation during arrest, interrogation and/or detention; while 89 children reported being transferred from the place of arrest to the police station on the floor of the vehicle. In addition, it said that 163 children reported not being adequately notified of their legal rights, in particular the right to counsel and the right to remain silent. A further 148 children reported being strip-searched at the police station and 76 children reported being strip-searched upon arrival and transfer to Israeli Prison Services' detention facilities. The report concluded that the "[i]ll-treatment of Palestinian children in the Israeli military detention system appears to be widespread, systematic and institutionalised." Adding that, "[t]hese practices are in violation of international law that protects all children against ill-treatment when in contact with law enforcement, military and judicial institutions." |
