Secondo il capo della Conferenza, Renat Chubarov, la decisione è stata presa Giovedi, ancor prima della decisione del Parlamento di unirsi alla Russia e di tenere il loro referendum il 16 marzo. Anche da un punto di vista pratico, la legittimità di un referendum organizzato in 10 giorni, senza alcuna analisi di formulazione delle domande e della procedura per l'esecuzione del voto, sarebbe discutibile. Per non parlare del fatto che il voto si terrà in condizioni in cui soldati armati senza insegne, ma ampiamente considerati russi, sorveglieranno l'evento. Inoltre, ovviamente, il referendum è semplicemente illegale in quanto la Costituzione chiarisce che ogni referendum per la modifica dei confini dell'Ucraina deve essere preso a livello nazionale.
